Grease the ramekins with butter and dust them with sugar. Place them in the fridge.
Whisk the egg yolks with 1/3 of the measured sugar. Add the flour and mix well. In a small saucepan, heat the milk and cream, but do not bring to a boil. Stir a little of the warm mixture into the egg yolks, then add the rest.
Return the mixture to the saucepan and cook over constant stirring for 3–4 minutes until it thickens. Pour the cream into a bowl, cover with plastic wrap, and let it cool. Once cooled, stir in the matcha powder.
Whip the egg whites until foamy. Gradually add the remaining 2/3 of the sugar and continue whipping until stiff peaks form.
Fold a third of the meringue into the cooled cream, then gently incorporate the rest. Be careful not to overmix, or the batter may deflate.
Divide the mixture evenly into 4 ramekins and tap them gently on the table a few times. Bake in a preheated oven at 200°C (390°F) for about 12–15 minutes, until the soufflés have risen.
Dust with powdered sugar and serve immediately.
